The Madhya Pradesh government has launched its Electric Vehicle (EV) Policy 2025, a comprehensive strategy designed to promote electric mobility in the state. The policy aims to enhance local manufacturing capabilities, improve EV charging infrastructure, and provide various incentives for both consumers and manufacturers. It also builds on the success of the previous policy introduced in 2019, which led to the registration of over 1.48 lakh electric vehicles in the state.
Focus on Sustainable and Green Mobility
The new policy aligns with India’s national initiatives, including the PM E-Drive scheme, which aims to accelerate the adoption of EVs with a financial outlay of ₹10,900 crore. Madhya Pradesh aims to make its cities, such as Bhopal, Indore, Jabalpur, Gwalior, and Ujjain, model EV cities. The ambitious plan includes ensuring that 40% of new two-wheeler registrations and 70% of three-wheeler registrations are electric by the end of the policy period.
Government Vehicles to Go Fully Electric
One of the key targets of the EV policy is to convert all government vehicles to electric vehicles within the policy’s duration. This move is intended to set an example and drive the state’s push toward sustainability while reducing carbon emissions from government fleets.
Incentives for Manufacturers and Consumers
The policy offers several incentives, including subsidies for EV manufacturers to set up manufacturing units in the state. It also outlines benefits for consumers who choose to purchase electric vehicles, including subsidies and exemptions on road taxes, which will make EVs more accessible and attractive.
Expansion of EV Charging Infrastructure
A significant aspect of the policy is the development of an extensive EV charging infrastructure across the state. The government plans to set up thousands of charging stations in urban and rural areas to ensure that EV users have access to reliable and convenient charging options.
Supporting Green Manufacturing in Madhya Pradesh
In addition to consumer incentives, the policy also focuses on encouraging green manufacturing practices. It aims to establish Madhya Pradesh as a hub for electric vehicle production by attracting investments in manufacturing facilities for EVs and related components.

With this new policy, Madhya Pradesh is positioning itself as a leader in India’s transition to electric mobility. By focusing on both supply-side (manufacturing) and demand-side (consumer adoption) measures, the state aims to significantly reduce its carbon footprint and contribute to India’s sustainability goals.
