Rajasthan Solarpark Development Company Limited (RSDCL) has issued a tender for 2,450 MW of solar photovoltaic (PV) projects integrated with 1,600 MW/6,400 MWh of Battery Energy Storage Systems (BESS) at Pugal Solar Park in Bikaner, Rajasthan. The projects will be connected to the State Transmission Utility (STU) network and developed under the Build, Own, Operate (BOO) model. The tender provides for a 25-year Power Purchase Agreement (PPA).
The tender combines large-scale solar power generation with four-hour battery storage systems. The BESS installations are required to be charged primarily using electricity generated by the associated solar projects. Rajasthan Urja Vikas and IT Services Limited (RUVITL) will procure the electricity for the state’s distribution companies, supporting the integration of renewable energy into the power supply system.
The tender is divided into two lots. Lot 1 comprises 2,000 MW of solar capacity and 1,320 MW/5,280 MWh of battery storage, spread across eight plots of 250 MW each. Lot 2 covers 450 MW of solar capacity and 280 MW/1,120 MWh of battery storage across two plots of 225 MW each. The minimum bidding capacity is 250 MW for Lot 1 and 225 MW for Lot 2.
A developer, including its eligible parent companies, affiliates and group companies under the tender conditions, can bid for a maximum cumulative capacity of 1,225 MW across both lots, along with the corresponding proportionate battery storage capacity. RSDCL will provide land to selected developers on a lease basis. The developers will be responsible for installing the battery storage systems within their allotted project areas and integrating them with the associated solar power facilities.
The project scope includes power evacuation up to the 33 kV bays at RSDCL’s pooling substation. The electricity procurement arrangement involves RUVITL and the state’s distribution companies: Jaipur Vidyut Vitran Nigam Limited (JVVNL), Ajmer Vidyut Vitran Nigam Limited (AVVNL) and Jodhpur Vidyut Vitran Nigam Limited (JDVVNL). The tender’s solar-plus-storage configuration is designed to combine renewable electricity generation with energy storage for more flexible power scheduling.
The tender represents a significant solar-plus-storage development initiative in Rajasthan, with a planned 2.45 GW of solar generation capacity and 6.4 GWh of battery storage. Integrating battery storage with solar power can help shift electricity supply to periods when it is needed, including peak-demand hours. The project will be developed according to the tender’s technical requirements, land arrangements and long-term power procurement framework.
