The Maharashtra government has introduced the “Electric Vehicle Policy 2025,” aiming to establish the state as a leader in electric mobility in India. Effective from April 1, 2025, to March 31, 2030, this policy replaces the 2021 version and focuses on increasing the production and usage of electric vehicles (EVs), improving charging infrastructure, and promoting research and development related to electric mobility.
The policy sets clear targets: 40% of new two-wheeler and three-wheeler registrations, 30% of all new vehicle registrations, 50% of aggregator cabs, and 15% of private buses should be electric by 2030. These measures aim to reduce pollution and greenhouse gas emissions, promote clean transport, and ensure energy security.
To encourage EV adoption, the state offers financial incentives: up to ₹10,000 for two-wheelers, ₹30,000 for three-wheelers, and up to ₹2 lakh for electric cars and buses. These incentives apply only to vehicles manufactured or sold in Maharashtra. Additionally, EVs will be exempt from road tax and registration renewal fees. Passenger EVs using specific highways will receive 100% toll waivers.
The policy mandates the installation of charging stations every 25 km along national and state highways and requires existing fuel stations and MSRTC bus depots to set up fast chargers, subject to feasibility. To support this, the government has committed ₹100 crore as Viability Gap Funding (VGF), offering up to ₹5 lakh per unit for 1,000 DC fast chargers (50–250 kW).
Furthermore, the policy requires new residential buildings to provide EV charging facilities and offers incentives for existing housing societies to set up EV charging infrastructure. Commercial spaces and government offices are also mandated to install EV charging stations.
The Maharashtra Electric Vehicle Policy 2025 is a comprehensive plan to transform the state’s transportation system, reduce emissions, and promote sustainable mobility. By setting ambitious targets and providing strong incentives, the state aims to become a hub for electric vehicles in India.
