Delhi Allows Private EVs as Shared Taxis, Boosting Women-Friendly Mobility

The Delhi government has cleared the path for privately owned electric vehicles (EVs) and BS-VI compliant cars to operate as shared taxis in the national capital, in a bid to promote cleaner and more sustainable urban transport, officials said. The move was announced after a high-level meeting chaired by Chief Minister Rekha Gupta, with participation from major cab aggregators and automobile companies.

Under the proposed framework, ride-hailing platforms including leading players like Ola and Uber — have agreed in principle to roll out shared EV taxi services within the next month, offering an alternative to single-occupancy vehicles that contribute heavily to traffic congestion and pollution in Delhi.

A key feature of the rollout is the introduction of women-driven cabs, designed to enhance safety and accessibility for female passengers and also create employment opportunities for women drivers. Aggregators have committed to launching these women-friendly services alongside regular shared EV taxis, subject to regulatory changes being finalised.

Officials said the current transport rules need to be amended to allow privately registered electric cars and BS-VI vehicles to legally operate on aggregator platforms, a step the government has assured it will take in the coming days. The amendments aim to maintain strict passenger safety standards while encouraging greater participation from private EV owners.

In addition to shared taxis, the government has proposed exploring shuttle services on strategic routes such as the Ring Road and to and from the airport, which could further reduce the number of vehicles on the roads and offer commuters more options. Representatives from automobile manufacturers — including Tata Motors, Mahindra, Maruti Suzuki and others — attended the discussions and highlighted the need for robust public charging infrastructure to support the EV transition.

The initiative aligns with Delhi’s broader goal of reducing pollution and improving urban mobility by encouraging the shift towards electric and shared transport modes, while ensuring that services are safe, affordable and accessible, especially for women and daily commuters.
